HCPL staff welcome the opportunity to assist customers in finding tax forms and instructions on the federal and Maryland state tax websites and other state tax websites.
Maryland and federal income tax forms may be downloaded and printed using library computers. Reproducible Federal income tax forms for the current tax year may be available later in the tax season and may be photocopied at the library. The print and photocopy charge at the library is $0.25 per page. Please note that paper copies of State of Maryland tax forms, instructions and multiple copies of paper copies of Federal IRS forms are not available at the Library.

If you need to resolve a tax problem, have questions about how the tax law applies to your individual tax return, or you're more comfortable talking with someone in person, visit the IRS Taxpayer Assistance Center in downtown Baltimore, Monday - Friday, 8:30 a.m. - 4:30 p.m. No appointment is necessary - just walk in. If you prefer, you may call 443-853-6000 to learn about available and alternate services, and to reschedule appointments with IRS personnel. If you have an ongoing, complex tax account problem or a special need, such as a disability, an appointment may be requested. All other issues will be handled without an appointment. Multilingual assistance is available in every office.

Volunteers assist low-income individuals on matters involving tax disputes with the IRS, tax audits, or back taxes. Not a walk-in service.
Tax-Aide Program by AARP
Offers free volunteer-run federal tax assistance from February 1 through the middle of April for low- and middle-income taxpayers, with special attention to those 60 and over. Sites are operated on an appointment basis. Offers online federal tax assistance year-round. Volunteer Income Tax Assistance Program (VITA)

Offers free tax help for low to moderate-income (generally $49,000 and below) people who cannot prepare their own tax returns. Certified volunteers sponsored by various organizations prepare basic tax returns in communities across the country. VITA sites are generally located at community and neighborhood centers, schools, shopping malls, and other convenient locations. Most locations also offer free electronic filing. Homeowners' and Renters' Tax Credits
Information and application forms to help low-income homeowners and renters to limit the amount that they must pay in property taxes. An application is routinely sent to homeowners who were recipients of a tax credit in the previous year. Applications can be downloaded using the link above or are available as of February each year at the local assessment offices and at Harford County Public Library, or by calling the Tax Credits Telephone Service at 1-800-944-7403 (Toll Free). Maryland State Department of Assessments and Taxation (SDAT)
Property tax bills are issued in July/August of each year by the 24 counties and the 155 incorporated municipalities (cities) in Maryland. The amount of the tax bill is determined by two factors: (1) the assessment; (2) the property tax rate. Assessments are based on the fair market value of the property and are issued by the Department of Assessments and Taxation, an agency of State government. Property tax rates are set by each unit of government - the State, counties, and cities.
